The word “free speech” covers a lot of ground. Because everyone has the freedom to discuss and express themselves, allowing free speech on a platform means no restriction of words or ideas. People who believe it is their right to say and write anything they want on Twitter would be exempt from the ban because of this loophole. Gates is only pointing to the possibility of misconduct in this regard.
